The Short Version
The full terms below are the legally binding agreement. But here are the things most important to understand up front:
CareJunction is a closed, trust-based network for professional referrers.
No personal information about survivors or clients, ever.
Do not enter names, addresses, phone numbers, case details, immigration status, or any other identifying information about any person you are helping into this system. This applies to every part of the Service, including any notes or free-text fields. Violations will result in immediate loss of access.
Provider data is for your professional use only.
The information in this directory (provider names, contact details, availability, and eligibility) may not be scraped, exported in bulk, or republished anywhere. It is provided for the sole purpose of making referrals. Some providers keep their information confidential so they can best provide services to sensitive populations.

1. Who We Are
CareJunction is a project of the Tri-County Human Trafficking Task Force ("the Task Force"), a multi-agency coalition serving Berkeley, Charleston, and Dorchester Counties in South Carolina. The Task Force operates CareJunction as a tool for approved referrers to locate temporary housing providers for survivors of human trafficking and domestic violence.

2. Acceptance of Terms
By clicking the activation link in your invitation email, you agree to these Terms of Use in full. If you do not agree, do not activate your account and contact us to have your invitation rescinded.
These terms apply to all use of the CareJunction web portal and any related services (collectively, the "Service").
3. Eligibility and Access
Access to the Service is restricted to individuals who have been explicitly approved by a CareJunction administrator. You must be an adult professional — such as a caseworker, healthcare worker, school staff member, or other trusted community partner — operating in a professional referral capacity.
Access is personal. You may not share your login credentials, magic links, or session access with anyone else.
4. Prohibition on Survivor and Client PII
This is the most important obligation in these terms.
You may not enter, upload, transmit, or store personal information about any survivor, client, or individual you are referring through the Service. This prohibition applies to all parts of the Service, including any notes fields, free-text inputs, or feedback mechanisms, whether or not such fields are labeled or appear to invite such information.
"Personal information" in this context means any information that could identify, or that in combination with other information could identify, a specific individual. Drawing from established legal definitions — including the Privacy Act of 1974, HIPAA, and the confidentiality provisions of the Violence Against Women Act (VAWA), 34 U.S.C. § 12291(b)(2), which prohibit disclosure of personally identifying information about survivors of domestic violence, sexual assault, stalking, dating violence, and trafficking — this includes but is not limited to:
- Full name, partial name, or initials combined with other details
- Home address, shelter address, or current location
- Date of birth or precise age combined with other details
- Phone number or email address
- Immigration or citizenship status
- Case numbers, file references, or agency identifiers
- Health, mental health, or substance use information
- Physical description, photograph, or other biometric identifiers
- Relationship or family details that, in context, could identify a person
- Any combination of details that together could identify a specific individual
This list is illustrative, not exhaustive. When in doubt, do not enter the information.
The Task Force disclaims all liability for personal information submitted to the Service in violation of this section. Users who submit personal information in violation of this section do so in breach of these terms and assume all associated legal and ethical responsibility.
5. Professional Obligations
Nothing in these terms limits or supersedes your existing professional and legal obligations. You remain responsible for complying with all applicable law and professional standards governing the handling of client data, including but not limited to HIPAA, applicable state privacy laws, VAWA confidentiality requirements, FERPA (where applicable), and your organization's own policies.
6. Permitted Use
The Service is provided solely to help approved referrers identify and contact temporary housing providers. Permitted uses include:
- Browsing and searching the provider directory
- Viewing provider details, contact information, and availability
- Using provider information to make referrals on behalf of clients
7. Prohibited Use
You may not:
- Enter personal information about survivors, clients, or any third parties (see Section 4)
- Use any automated tool to scrape, copy, or bulk-export any portion of the Service or its data
- Redistribute, republish, or share provider data outside your immediate professional referral activities
- Attempt to access accounts, data, or parts of the Service not authorized for your role
- Use the Service for any commercial purpose
- Attempt to reverse engineer, copy, or replicate any part of the Service
8. Provider Data
Provider information in the directory is maintained manually by Task Force navigators. The Task Force makes reasonable efforts to keep this information current, but makes no warranty as to its accuracy, completeness, or timeliness. Availability, eligibility requirements, and contact details change frequently. Always verify directly with a provider before making a referral.
9. Account Security
Magic links sent to your email address are single-use and intended for you alone. If you believe your account has been accessed by someone else, notify us immediately at navigator@carejunction.org.
10. Termination of Access
The Task Force may suspend or permanently revoke your access at any time, with or without cause and with or without notice. Access will be revoked immediately upon any known or suspected violation of Section 4 or Section 7. There is no appeal right, though you may contact us to discuss the matter.
Upon termination, your obligation to keep client and survivor information confidential continues indefinitely.
11. Disclaimer of Warranties
The Service is provided "as is" and "as available." The Task Force makes no warranties, express or implied, regarding the Service, including but not limited to warranties of merchantability, fitness for a particular purpose, or uninterrupted availability.
12. Limitation of Liability
To the fullest extent permitted by law, the Task Force and its members, officers, employees, and partners shall not be liable for any indirect, incidental, consequential, or punitive damages arising from your use of or inability to use the Service, even if advised of the possibility of such damages.
The Task Force shall not be liable for any harm resulting from inaccurate provider information, a user's reliance on such information, or any action or inaction taken in connection with a referral.
13. Governing Law
These terms are governed by the laws of the State of South Carolina, without regard to its conflict of law provisions. Any dispute arising from these terms shall be resolved in the courts of Charleston County, South Carolina.
14. Changes to These Terms
We may update these terms from time to time. If we make material changes, we will notify active users by email. Your continued use of the Service after notice of changes constitutes acceptance of the updated terms.
